No Contract Approvals Without Full Commencement Authorization— Minister Declares

With effect from April 3, 2025, no government contract will be approved without prior commencement authorization from the Ministry of Finance, according to Minister of Finance Dr. Cassiel Ato Forson, who made this announcement in an effort to enforce fiscal discipline and eradicate financial recklessness in public administration.

Dr. Forson made it obvious that the days of uncontrolled contract approvals are ended during a recent meeting with senior officials and chief directors from several Ministries, Departments, and Agencies (MDAs).

“You cannot award contracts without the express approval of the Ministry of Finance. No commencement certificate, no procurement”, he stated emphatically.

The Minister clarified that beginning authorization is now required for all government contracts.

Dr. Forson emphasized that this is a legal requirement under the Amended Public Financial Management Act, 2025, not only an administrative modification.

Any violation of this command will have fatal repercussions, he warned.

He declared,

“The Ministry of Finance will no longer take the fall for fiscal indiscipline,” he said.

All public servants were urged by the minister to manage public funds with the utmost integrity and patriotism.

“We are among the privileged few. We cannot continue to subject our people to hardship through poor governance and financial mismanagement,” Dr. Forson stated.

He underlined that rigorous adherence to budget implementation procedures, accountability, and transparency at all governmental levels are the first steps towards Ghana’s fiscal responsibility.
