
Security expert Professor Kwesi Aning, working with IMANI Ghana, has run to the Supreme Court to stop President John Mahama from dismissing Dr. George Akuffo Dampare, the Inspector-General of Police (IGP), and other security agency chiefs.
The plaintiffs contend that such removals—which frequently take place with the start of new administrations—are unlawful unless they are justified by evidence of wrongdoing, incompetence, retirement, resignation, or death.
They stress that the leadership of these security institutions should not be arbitrarily removed because they are essential to Ghana’s public services. According to Article 191(b) of the constitution, the action additionally argues that the President is not authorized to terminate these appointments without a valid reason.
In response to recent claims that the President has replaced IGP George Akuffo Dampare and other important security personnel, this legal action has been taken. In order to stop the removals until the court issues its final ruling, which is anticipated in May 2025, the plaintiffs are requesting an interlocutory injunction.

Since Dr. Dampare’s appointment, Professor Aning has pointed out attempts to discredit him, citing the IGP’s dedication to reforming the police force and resolving public grievances as the reason. He cautions that Dr. Dampare’s removal would be detrimental to Ghana’s security government in addition to being a personal loss.
