Solomon Owusu Demands Full Disclosure In Gifty Oware’s Fund Scandal. Others Are Linked To It

Political analyst and communications director for Movement For Change, Solomon Owusu, has called for the former Deputy Executive Director of the National Service Scheme, Gifty Oware-Aboagye, to reveal the names of other individuals allegedly involved in the mismanagement of funds linked to her office.

Speaking on Angel FM’s Morning Show with Saddick Adams on Tuesday, October 14, 2025, Mr. Owusu claimed that Gifty Oware did not act alone in the alleged financial scandal.

“Gifty Oware did not spend the money alone. There are some people behind the scenes. She should be forced to name them,” Solomon Owusu asserted.

He emphasized the need for accountability and transparency in public service, noting that such revelations would help restore public confidence in state institutions. Owusu further urged investigative bodies to extend their probe beyond Gifty Oware to identify and prosecute all accomplices.

Many Ghanaians are demanding full disclosure and swift justice in this matter.

Allegations, investigations & legal issues:

Gifty Oware-Aboagye is alleged to have inserted 9,934 fake (ghost) names into the NSS/National Service payroll over the service years 2022-2023 and 2023-2024.

These ghost names are said to have been used as part of collateral / documentation to secure a loan from Agricultural Development Bank (ADB).

Additionally, she is alleged to have set up or used a company called Blocks of Life Consult (purportedly without the knowledge of some people whose details were used).

Through this company, she allegedly obtained a loan of around GH¢30.6 million from the ADB, using the fictitious payroll data of ghost names.

According to the Attorney-General, substantial amounts from that loan were moved to other companies, some of which she is said to have connections with (including ones she directs).

Oware-Aboagye has been charged alongside others (including former Executive Director Osei Assibey Antwi) in relation to payments to non-existent (ghost) national service personnel.

She was detained by the National Investigation Bureau (NIB) in March 2025 in connection with the payroll fraud investigations.

Her lawyers have stated she is willing to cooperate with investigative bodies.
