The Rt. Hon. Liam Byrne (MP), Chairman of the All-Party Parliamentary Group (APPG) on Inclusive Growth, and a member of the House of Commons’ Foreign Affairs Committee, has congratulated the Rt. Hon. Alban Sumana Kingsford Bagbin, Ghana’s Speaker of Parliament, for his lead role in setting up the Parliamentary Organization on the Global Financial Asset (IMF) and the World Bank in Africa.

Liam Byrne was impressed by the support and interest in the network that the Speaker was able to garner from continent-wide Members of Parliament, as well as by the progress that the network has made in the countries where it has been established.

The British MP was giving a speech at a meeting in London with the Rt. parliamentary delegation from Ghana to Westminster led by Hon. Bagbin. Using Rt. Hon. Dame Caroline Dinenage (DBE MP), a former Minister of State at the Department for Digital, Culture, Media, and Sport, joined Byrne at the meeting. Ministerial responsibilities and parliamentary scrutiny dominated the meeting.

Rt. Hon. Byrne also said to the Speaker,

“I am proud of your role in the current difficult situation of a hung parliament in Ghana, and your efforts at maximizing the power and authority of parliament”.

He referred to the conflicts in the legislature that the Speaker has had to manage, and his endeavours at promoting collaboration and consensus building, and said they deserved commendation.

Rt. Hon. Byrne said that the Ministers’ Question Time on the House floor is one of the best ways for parliament to hold ministers accountable. He described the Urgent Questions concept as one of the most innovative parliamentary democracy interventions of the past decade.

When it comes time for Ministers of State to respond to questions from Members of Parliament, he had some advice for them: they should foster the ability to guess when they could be welcome to the House to handle inquiries from members from Parliament and appropriate these with proclamations on the vexed issues which give some cow on how they are being made due.

Hon. Dinenage said the problem of members from Parliament shuffling two role (that is the expansion of ministerial arrangement to the role of the MP) is real. In this case, a lot depends on your ability to put together a strong team for the work in the constituency and a strong team for the ministerial job.

The MP-Minister dual role, according to the Speaker of Parliament, is difficult.

It could be confusing to create policies and other instruments for parliament to approve, then act as an MP to review and approve them, and then take responsibility for how they are implemented.

However, he stated, Members of Parliament’s leadership responsibilities also include providing the majority of the population with hope and optimism.

As a result, MPs must avoid appearing depressed about their circumstances or else the general public will become depressed. This is despite the fact that the MP’s work has been negatively impacted by the current political uncertainty.
